The incumbent in this position will serve as a Supervisory Inventory Management Specialist for expendable assets/ material at the William S. Middleton Memorial Veterans Hospital located in Madison, WI.
The incumbent supervises multiple supply series of consumable medical supply/ inventory used in the healthcare system as well as the micro-purchase program and serves as the subject matter expert and advisor to the Chief and Assistant Chief Supply Chain Officer on inventory management matters.
Duties and responsibilities include, but are not limited to the following: Oversees the inventory management, control and distribution of expendable inventory for assigned VA hospital and supported catchment area. Ensures maximum effectives in the management of inventories. Establishes procedures and oversees and reviews physical inventories and supply reconciliation. Establishes reporting techniques to foresee any potential problems in Supply control.
Resolves any problem areas identified by the use of data and interpretation. Plans the grouping of items and establishment of cycles of acquisition that will most nearly accommodate the best combination of these conditions, both marketing and otherwise. Analyzes, studies, develops, and directs systems in connection with the EX requirements in the medical center's annual budget development and strategic planning.
Inventory accountability responsibilities may require site reviews throughout the VA HCS catchment area. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Interfaces with peers, stakeholders and customers throughout the VA HCS and supported catchment area to coordinate the management and control of the entire VA HCS and supported catchment area EX inventory and resolve any issues or discrepancies.
Develops strategies for implementing all future EX automated replacement systems, supply technologies and/or business practices related to Commodity Management Section functions. Coordinates with technical specialists on evaluating the impact of anticipated new technologies on supply processes and customer services; resolves conflicting requirements of several supply program areas.
Plans and directs the consumable management program, to include supply management accountability, maintaining a quantitative and monetary accountability for all consumable supplies, and purchases from government agencies. Provides EX expertise and serves as a key advisor on issues regarding activation and major consumable purchases. Has oversight and accountability of the management plan for the commodity program.
Considers historical data as well as the nature and extent of the clinical, research and administrative programs in the operation of the healthcare system, trends such as patient census, program expansion, supplies and equipment needed to support complex clinical programs and other system needs such as activations. Ensures performance measures are met on a monthly basis. Serves as a member the Clinical Product Review Committee (CPRC).
Through subordinates, directs and oversees the inventory management and control of individual assets in the VA HCS. Manages Federal and agency programs for the return and reutilization of medical supplies. In conjunction with the Patient Safety Coordinator and stakeholders, ensures compliance and immediate response to the VA National Center for Patient Safety Recall Office.
Approves emergent procurement decisions in coordination with stakeholders based on back order issues created by national recalls. Participates in Root Cause Analysis process to assist in determining how the supply chain is impacted upon a near miss or patient care mishap. Serves as the utilization and disposal official for excess consumables.
Supervises employees from separate but interrelated units comprised of the Inventory Management, Medical Supply Distribution and may include the Purchasing section. Makes recommendations for promotions, reassignments and awards; and conducts semi-annual and annual performance reviews. Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage.
Resolves informal complaints and grievances, discusses corrective actions with employees, and recommends appropriate disciplinary and/or adverse action. Assists the CSCO and Assistant CSCO in hiring and successfully transitioning new hires into the position by communicating performance elements and standards with applicable timeframes, providing ongoing feedback, coaching, and making appropriate use of the probationary period to assess the employee's ability to perform.
Develops the ability of subordinate staff and others as appropriate to perform and contribute to the organization. Develops individual development plans (IDPs) for professional growth and development. Writes, develops, interprets and implements policies and procedures to ensure an efficient program, in order to avoid inefficiency at the medical center and supported catchment area.
