Key Responsibilities

General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.

Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

Provides leadership, advice and coordination of assigned TE/GE human resources and administrative management program procedures; coordinates relative analytics and program reporting; develops policy guidance documents; determines needs for technical support and resourcing and makes recommendations to Director, Shared Services, Operating Division Commissioners and Directors regarding compliance with program objectives, goals and mission.

Facilitates communication and coordination among all relevant parties and ensures consistency, accuracy, and quality of related program efforts. Serves as TE/GE representative, coordinating program reviews/evaluations involving other Operating Divisions, functions, etc. where resources from multiple sources are required and where collaborative technical, policy, and programmatic cross-functional decisions are required.

Coordinates activities identified for special interest and keeps leadership informed of developments through regular progress reviews, conferences and briefing papers. Develops organizational charts, contact lists, milestone charts, budgets for work modules, schedules and other information to facilitate monitoring and managing key projects for the organization.

Participates in the development of strategies and initiatives designed to conduct research and analyze data outcomes and outputs related to assigned programs. Manages program execution to ensure all actions follow approved plans and programs. Evaluates total program execution to detect potential problem areas and initiates corrective actions. Prepares and participates in periodic program reviews to determine progress against objectives.

Reviews long-range program requirements to ensure their conformance with IRS, Treasury, and other federal agency policy. Analyzes higher-level written guidance including policy documents from IRS, Treasury, and other federal agencies, federal statutes. results, findings, as well as following developments and emerging program related areas, for potential impact/applicability to TE/GE.

Identifies relevant strategic issues, integrates organizational components' input and synthesizes into goals, objectives, and implementing actions as part of the strategic planning process. Provides policy analysis, recommendations, and subject matter expertise to TE/GE senior leaders on matters related to data analytics, program implementation, and compliance.

Supports effectiveness of organization performance indicators through assisting and enabling senior leader decision making by assessing, developing, and articulating policy, strategy, and plans. Reviews and evaluates existing policies for adequacy. Produces analytics that enable decision-making throughout TE/GE for IRS, Treasury and other federal agency compliance. This includes analysis and coordination of the operational impacts of policies.

Uses analytical tools at both technical and policy levels to assess, evaluate, and develop solutions to program issues that are complex, broad in scope, and highly sensitive. Uses qualitative and quantitative analysis techniques to look for ways to improve programs assigned. Requirements & Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.
