This position is located in the Veterans Benefits Administration (VBA), Education Service (EDU), within the Internal Controls team of the Operations Integrity Division.
Specific duties include: The incumbent leads the operational implementation of Education Service's internal control framework, ensuring adherence to Green Book standards and alignment with organizational policies and objectives. The position conducts internal control reviews across all Education Service program areas, including automated benefit processing, manual adjudication, school and program approval activities, and State Approving Agency (SAA) oversight. The incumbent identifies control gaps, evaluates the effectiveness of existing controls, and develops corrective actions in coordination with program owners, operations staff, and policy teams. The position also oversees the maintenance of all internal control documentation, including control activity inventories, testing protocols, risk assessments, and evidence required to support management assurance activities under OMB Circular A 123. The incumbent serves as an authority for internal controls within Education Service, providing comprehensive oversight of automated, operational, and compliance related review activities. The position oversees the evaluation of automated controls embedded in the Digital GI Bill managed service environment, including eligibility determination logic, benefit computation controls, exception handling processes, and workflow routing. The incumbent reviews sampling, error analysis, control testing, and reviews approvals and compliance activities to assess the accuracy, reliability, and effectiveness of automated benefit decisions and related processing activities. The position identifies potential control deficiencies, compliance risks, and systemic vulnerabilities within automated or manual workflows, and elevates issues to the Assistant Director for coordination with internal stakeholders. The position ensures consistency of quality review practices across Regional Processing Offices and national operations and analyzes findings to identify trends, systemic errors, training needs, or process inconsistencies. The incumbent prepares reports, briefings, and analytic summaries for Education Service leadership, contributes to responses for OIG, GAO, and other oversight entities, and ensures that quality, compliance, and control results inform organizational decision making and approval processes.
