Located in PVOD, SESD, Washington Headquarters Services (WHS), this position manages personnel vetting operations division. The role directly supports the Office of the Secretary of War, DA&M, WHS, and key external clients-including SCOTUS, Administrative Office of U.S. Courts, U.S. Court of Appeals for the Armed Forces, PFPA, Defense Legal Services Agency, Capitol Police, CBO, and Congress.
The incumbent serves as the Branch Chief, PVOD with responsibility for all Personnel Security (PERSEC) actions to include the oversight of personnel security actions for Presidential Transitions, Presidential Support Program (Yankee White), OSW, Congressional and Supreme Court security clearance nominations. Responsible for the planning and implementation of the Personnel Security Program.
This includes ensuring compliance with applicable personnel security regulations, directives and guidance from higher headquarters. Contacts and maintains liaison with the immediate Office of the Secretary of War, USWs/ASWs, House, Senate and Supreme Court Security Offices, FOi/PA managers, Defense Information System for Security and National Background Investigations System program managers, contacts of War and other U.S.
Government agencies to include FBI, CIA, Department of State, OPM, DOE, DIA, and DCSA, Represents WHS at Department level meetings, conferences, and working groups pertaining to the Personnel Security Program. Oversees and controls coordination of specific disclosures of classified information, Controlled Unclassified Information (CUI), and national security sensitive information.
Directs, plans, coordinates, manages, and completes tasks relevant to the mission of the PVOD for WHS with full responsibility for executing the assigned personnel, personnel vetting, suitability, credentialing, and continuous vetting. Performs full range of formal first line supervision for subordinate employees and informs them of pertinent policies and procedures and changes to technical and administrative guidelines.
Manages system for checks of any and all national security and non-national security agencies, releasing certain investigative and other security data to accredited agents of other Department of War and U.S. Government agencies. Responsible for the administration and control of the Personnel Security Program to include all actions pertaining to and concerning U.S. security clearances in accordance with DoW Regulations.
Develops plans and guidance for subordinate staff, explaining new or changed programs, functions, goals, and procedures, establishing overall operating guidelines for work requirements.
