About the position: This position is Non-appropriated Fund (NAF) and is located at the Business Operations Flight on Kadena Air Base, Okinawa, Japan.
This position resides in the 18 FSS Business Operations Flight and reports directly to the Business Operations Flight Chief. The primary purpose of this position is to direct, manage, and analyze comprehensive business operations, strategic procurement, and logistics support programs for the 18 FSS Business Services Flight. The incumbent serves as a key business advisor, overseeing complex purchasing capacities, inventory management, fixed asset accountability, and central warehousing operations. Formulates, implements, and assesses short- and long-term organizational business plans and goals to optimize the utilization of NAF resources. Analyzes squadron missions, operational workflows, and logistical processes to identify systemic inefficiencies and draft proactive, data-driven solutions that enhance overall mission readiness. Conducts comprehensive business operations analyses, evaluating supply chain metrics and financial trends to recommend strategic actions and optimize program expenditures. Serves as the principal business advisor to flight leadership and activity managers, providing authoritative guidance on complex central business operations, resource allocations, and investment strategies. Interprets, applies, and ensures strict compliance with overarching Air Force, DoD, federal, and host nation procurement regulations, establishing robust internal operating procedures to operationalize these legal directives. Directs comprehensive warehousing, logistics, and property control operations. Exercises full accountability for a NAF property and equipment portfolio valued at $5M+, a diverse retail and supply inventory valued at $3M+, and specialized support facilities (including commercial refrigeration units, storage yards, and repair shops). Manages the life cycle, maintenance, operator training, and licensing for a specialty vehicle and heavy equipment fleet (10+ units). Develops and monitors the operational budget; coordinates and negotiates with local vendors and commercial contractors to secure cost-effective procurement agreements within strict budgetary limits. Exercises full administrative and technical supervision over a diverse workforce of Nonappropriated Fund (NAF) and Local National (LN) employees. Plans, assigns, and schedules work based on organizational priorities. Evaluates subordinate performance, provides targeted training and developmental opportunities, and constructively resolves employee relations and workplace issues. Performs other duties as assigned.
