This position is located in the Federal Emergency Management Agency (FEMA), Mission Support (MS), Office of Chief Admin Officer (OCAO), Environmental Safety and Health Division (ESH) in Washington, DC.
The ideal candidate is an environmental, safety, and occupational health leader with experience directing complex, agency-wide programs; advising senior executives; developing and implementing policy; leading supervisors and teams; and integrating sustainability into site and disaster operations.
What will I do in this position if hired? In this position, you will serve as an Supervisory Program Manager. Typical assignments include: Supports senior leadership in managing FEMA's major functional areas of environmental management, safety, occupational health, compliance, disaster safety, and sustainability.
Directs the development, implementation, and oversight of policies, procedures, standards, and operational requirements to ensure effective stewardship of FEMA activities that may impact the environment and to eliminate or control environmental, safety, and occupational health hazards. Provides executive-level direction for FEMA's safety and occupational health programs, including fixed-site and disaster operations.
This includes developing and implementing safety standards, regulations, practices, and procedures. Evaluates the impact of Presidential guidance, Disaster Relief Support guidance, new legislative requirements, regulations, policy changes, and other external factors on program operations and recommends courses of action.
Represents FEMA's environmental, safety, occupational health, and sustainability interests in meetings with senior FEMA and DHS officials, other federal agencies, state and local government officials, regulatory authorities, and external stakeholders.
Speaks authoritatively on behalf of the organization and works to influence, motivate, and persuade stakeholders to support FEMA's environmental, safety, occupational health, compliance, disaster safety, and sustainability goals. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.
Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
