This position is part of the Defense Human Resources Activity. The incumbent is responsible for the strategic design, execution, and evaluation of enterprise-wide leader and professional development programs, serving the Department of War (DoW) civilian workforce.
As a Supervisory Program Manager (Talent Development) at the GS-0340-15 some of your typical work assignments may include: Directs, conducts, and oversees successful planning, instructional systems design, development, implementation, monitoring, consultation, compliance, innovation, reporting, delivery, and evaluation of policies and programs involving many different, complex, and simultaneous processes and supporting studies.
Oversees the development, analysis, and integration of assessment data to drive continuous improvement across all educational programs. Leads complex studies to assess training, education, and professional development needs across the Department. Identifies and champions future-focused, innovative policies and is responsible for establishing DoW enterprise standard operating procedures.
Manages the division's business operations, including directing and overseeing the administration of approximately half a dozen active, complex contract vehicles and managing the division's budget of approximately $2 million to $3.5 million annually to ensure cost-effective procurement.
Oversees all Contracting Officer Representative (COR) duties within the branch, ensuring subordinate Level II CORs meet initial training and continuous 3-year recertification requirements, and ensures absolute fiscal compliance.
Provides expert-level advisory services and strategic recommendations on all aspects of civilian leadership and professional development to senior leaders, including political appointees (SES/PAS), General/Flag Officers, GS-15 division chiefs, Offices of the Secretary of War (OSW) and Defense Agencies and Field Activities (DAFA) decision-makers, and their authorized agents.
Serves as the acting Chief Learning Officer for the Civilian Workforce in the Division Director's absence. Serves as a Supervisory Program Manager functioning as the Chief of the Leader Development Programs (LDP) Branch, leading and managing a highly specialized branch responsible for the strategic design, execution, and evaluation of enterprise-wide leader and professional development programs spanning grades GS-7 and equivalents through Senior Executive levels.
Substitution of education may not be used in lieu of specialized experience for this grade level.
