This position is located in the Telehealth program reporting directly to the Chief of Staff at the VA New York Harbor Healthcare System and Community- Based Outpatient Clinic and other VA leased spaces. The primary purpose of this position is to serve as the supervisor for the Telehealth program.
Develops, refines, implements, and evaluates a comprehensive strategic plan for Telehealth programming in the facility. Organizes facility Telehealth Oversight Committee as well as other committees and task forces as assigned. Serves and/or represents the facility on various Network Telehealth groups, including the VISN Telehealth Council.
Cooperating with the National Rural Health Planner and Telehealth Manager, incumbent engages in outreach planning and activities, including work with potential non-VA community partners in an effort to improve Veterans' access to healthcare services via Telehealth initiatives and programming.
Maintains linkages and effective communications with Telehealth national training centers for Clinical Video Telehealth, Store and Forward, and Home Telehealth to ensure facility staff has received appropriate Telehealth training. Assure that Telehealth program staff has the educational background, experience, training and/or certification consistent with the program's mission, goals and objectives, and with the Functional Statement.
Ensures functional linkages across the Telehealth continuum, (i.e. HT, CVT, and SF) with regard to the various Telehealth Clinical applications, including but not limited to telemental health, teleretinal imaging, teledermatology, telesurgery, home telehealth, telepharmacy, telerehabilitation, telepatient education, and teleendocrinology. Advocates for Telehealth program needs at the facility to achieve maximum fulfillment of Telehealth program goals and objectives.
Assures that the facility establishes and utilizes appropriate VHA workload reporting and data management systems for Telehealth programs. Monitors core quality and performance measures for all Telehealth programs. Works with the appropriate department managers to provide activity coding for consistent appropriate workload tracking and reporting. Responsible for developing and maintaining the Telehealth program mission and scope.
Ensures that Telehealth programs have a facility-wide emergency and disaster contingency plan developed and in place, which incorporates national, network and local standards. Develops, implements and maintains processes and mechanisms for scheduling Telehealth Clinic resources. Ensures that all Telehealth clinics are authorized, use proper Decision Support System coding, and are named in compliance with Network Clinic Telehealth naming conventions.
Monitor utilization, fiscal impact, challenges, and outcomes of Telehealth applications, shares and disseminates information for continual quality improvement. Ensures programs comply with VHA Credentialing and Privileging Handbook and that provider credentialing and privileging information is available and readily viewable at all VHA patient sites. Develops policies and protocols for delivery of Telehealth applications.
Identifies alternate partnerships and funding sources for expansion of Telehealth. Performs other duties as assigned.
