The position is located at the Jesse Brown VA Medical Center under Physical Medicine and Rehabilitation (PM&R) Service. The incumbent has full responsibility for the administrative management of the PM&R Service and its sections including Acupuncture, Chiropractic Medicine, Occupational Therapy (OT), Physiatry (Physical Medicine & Rehabilitation Physicians), Physical Therapy (PT), and the Prosthetic and Orthotic Laboratory.
This includes care in home inpatient and outpatient settings at CBOCs.
Duties Include but Not Limited To: Assigning and reviewing work, evaluating and coaching staff, recommending hiring, promotions, awards, and disciplinary actions and overseeing leave, scheduling, and pay administration for all pay plans.
Works with the Human Resources Office to revises/develop position descriptions, performance standards, and functional statements in compliance with VA policy, ensures effective communication of management policies and goals, addresses labor and personnel issues and coordinates all personnel actions with HR. Provides training, guidance, and resolution of personnel-related conflicts, and assumes responsibility for accurate and timely staff orientation.
Interprets VA regulations, rules, directives, and professional standards to implement policies and procedures governing these programs and ensures that all employees involved are educated for the implementation of these publications. Analyze medical center policies, directives and guidelines, and the priorities of the Chief, PM&R Service, Chief of Staff, Director other top management and outside organizations and for communicating this information to PM&R Service personnel.
Coordinates with appropriate authorities (other services, VACO/Headquarters, TJC, Regional Counsel, Medical Schools, etc.) to assure optimal programmatic operation and compliance with guidelines. Responsible for comprehensive resource management for the PM&R Service, including financial planning, budget execution, contracting, purchasing, equipment/supplies management, technology modernization, and environment and space utilization.
Oversee the development and management of annual service budgets, monitors all expenditure and resource utilization, prepares budget justifications, and ensures fiscal responsibility in collaboration with Fiscal Service and Chief of Staff. Serves as the liaison for departmental relocations, expansion, construction, and remodeling projects, continuously assessing and projecting space and equipment needs.
Serves as the principal representative and customer service advocate for the PM&R Service. Investigate and respond to patient complaints, PATS-R reports, Congressional and OIG inquires, and incidents with potential impact on public relations.
