Job Summary

The incumbent functions as a Supervisory Quality Assurance Specialist assigned to the Centralized Support Division at the Saint Louis VA Regional Office. The incumbent is required to conduct quality reviews on quality assurance specialists at both locations (Saint Louis VA Regional Office and Veteran Affairs Liaison Office).

Key Responsibilities

The incumbent provides program oversight, coordination and leadership in quality and performance management processes for the Centralized Support Division. The Supervisory Quality Reviewer is responsible for planning, designing, integrating, implementing, modifying, develops and administering a Quality Performance Program to evaluate and continuously improve services to ensure that CSD provides exceptional service to our nations Veterans.

Incumbent ensures that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Incumbent tailors quality program management strategies and techniques to fit the operations, culture and interests of the Centralized Support Division, management and staff.

Incumbent develops policy guidance, motivational materials and information to facilitate participation in important program initiatives. Position consists of general administrative policies and management and organizational theories which require considerable adaptation and/or interpretation for application to issues and problems studied.

Administrative policies and precedent studies provide a basic outline of results desired, but do not go into detail as to the methods used to accomplish the project. Administrative guidelines usually cover program goals and objectives of the employing organization. Within the context of broad regulatory guidelines the employee may refine or develop more specific guidelines such as implementing regulations or methods.

Plans and schedules work to be accomplished by subordinates. Provides subordinates the requirements and descriptions of the work to be performed and tracks progress. Sets priorities and quarterly and annual goals. Resolves work problems presented by subordinates and recommends or implements ways to improve production/quality of work in the unit. Prepares performance standards and evaluates performance of subordinates.

Interviews candidates for positions in the organization, making or approving selections for non-supervisory positions. Makes recommendations for employee promotions or reassignments. Hears and resolves complaints from employees, referring more serious complaints to a higher-level supervisor. Gives advice, counsel, and instruction to employees on both work and administrative matters.

Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees and provides or arranges for needed training. Supports Equal Employment Opportunity and other management programs. Work Schedule: Full time, Monday through Friday 8:00 am to 4:00 pm Telework: This position is eligible for situational (ad hoc) telework only.

The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
