Job Summary

This position is part of the Department of War, War Media Activity. The incumbent will be responsible for collecting, developing, analyzing, and providing data pertaining to personnel, budget, and programs under the control of the Director, and plans immediate and long-range resource requirements. .

Key Responsibilities

As a Supervisory Resource Manager at the GS-0301-13 some of your typical work assignments may include: Supervise, mentor, and develop a mixed workforce of military and civilian personnel, to include planning work, evaluating performance, administering minor disciplinary actions, managing recruitment, awards, and civilian position description development.

Expertise in federal financial management, formulation, and execution, including the development of the Program Objective Memorandum (POM), periodic budget submissions, year-end close-out procedures, and continuous monitoring of obligations to ensure 100% compliance with fiscal law and zero Anti-Deficiency Act (ADA) violations.

Serves as a primary liaison and Point of Contact (POC) for contracting actions, proficiently utilizing acquisition software to draft, modify, and review contract supporting documents, while validating billing statements and coordinating contracted support arrangements.

Serves as a primary Internal Control Administrator to oversee the Risk Management Internal Control Program, ensuring that all physical, financial, and manpower resources are utilized in strict compliance with Department of War (DoW) directives and federal regulations.

Collects, analyzes, and translates complex financial and manpower data into actionable long-range resource plans, strategic plan objectives, and organizational concept papers to advise senior leadership on optimal resource allocation.

Strong communication and liaison skills required to synchronize actions across regional entities (AFN Europe/Pacific) and high-level headquarters staff (WMA Chief Human Capital Officer, CFO), including preparing high-quality briefing materials, decision papers, and talking points for senior leaders.

Ability to diagnose, research, and resolve systemic management challenges related to workflow, organizational structure, and administrative support, ensuring that day-to-day office services, contracted support, and event coordination are executed efficiently.

Requirements & Education

Substitution of education may not be used in lieu of specialized experience for this grade level. All materials must be submitted by the closing date of the announcement. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position.

This is a Financial Management Level 2 Certified position in accordance with the 2012 National Defense Authorization Act, Public Law 112-81, Section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of War requirements of this certification program. Certification requirement is a condition of employment for this position.

Failure to obtain this certification within two years may subject the incumbent to adverse action.
