Job Summary

This incumbent serves as a Unit Manager in the Systems Development Support Section (AMK-241). The incumbent oversees/directs a group of employees who possess an advanced technical and functional knowledge of major national governmental financial and procurement systems used by the Department of Transportation and other Federal Agencies.

These Systems range from difficult to extremely complex and support governmental programs related to security, finance, procurement, and administration.

Key Responsibilities

Typically directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Assigns work, sets priorities, and provides assistance to subordinate employees involved in system development, software configuration and associated services for financial and procurement systems.

Work assigned is for system enhancements, system sustainment, lifecycle support, and to deliver help/service desk operations. Enhancement activities are those that are not mandatory to keep a system up and running, but are to increase functionality or meet new customer requirements or are to maintain compliance with regulatory updates. Sustainment activities are those that are mandatory to keep a system available, secure, and functionally and technically viable over time.

Additional managerial duties include - communicating the organization¿s vision and objectives, assuring that production and accuracy requirements are met, approving leave, developing and establishing performance standards and ratings, staff development, monitoring and evaluating performance of subordinates, making selections, approving promotions, and taking, recommending or approving corrective/disciplinary action as appropriate.

May serve as COR for contract resources required within the branch. Also hears and resolves employee complaints, referring serious unresolvable complaints to a higher-level manager.

Finds ways to improve production or increase the quality of work being directed, finds ways to promote team building or improve business practices, has significant responsibility in advising higher management on the program supervised, adjusts staffing levels and work procedures to accommodate resource decisions made at higher levels, recommends goals and objectives and helps decide the methodologies to use in achieving approved goals and objectives, and help determine the best approach for resolving budget shortages.

May use subordinate Team Leads to direct, coordinate and oversee work, gives advice, counsel, or instruction on both work and administrative matters Applies an advanced knowledge of the technical aspects of the unit to plan and coordinate functional activities for projects and programs. Develops and recommends approaches to address current and anticipated problems and issues.

Personal contacts are with various individuals in different organizations at different levels within the department, modal administration services, and private sector vendors. May be expected to directly communicate with agency/departmental staff personnel, customer CFOs, and management staff members for status reporting or resolution issues.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes.

Has authority to make commitments for subordinate organizational units, within guidelines. Work is typically governed by established guidelines, policies, and procedures. Resolves all but the unique problems independently. Consults with higher-level management when existing guidelines are not available or applicable to complex problems. Interacts with internal and external stakeholders, IT specialists, contractors, and others to develop and implement optimal system solutions.

Work is reviewed periodically by the Section Manager and/or upper level leadership, usually through status reports, staff meetings, and/or success in meeting organizational performance goals/objectives. Performs other related duties as assigned.
