Job Summary

As a Supervisory Veteran Representative (Officer in Charge) OIC supervisory position, the OIC provides day to day leadership, operational oversight, and administrative direction for the Guam Benefits Office and employees located in the Commonwealth of the Northern Mariana Islands (CNMI). In addition to core operational responsibilities, the OIC carries out a range of human resources and supervisory responsibilities.

This position requires the selectee to complete an initial 3-year tour of duty.

Key Responsibilities

As an OIC supervisory position, the OIC provides day to day leadership, operational oversight, and administrative direction for the Guam Benefits Office and employee(s) located in the Commonwealth of the Northern Mariana Islands (CNMI). In addition to core operational responsibilities, the OIC carries out a range of human resources and supervisory responsibilities.

Specific duties include: Advises the Coach on daily operational needs and strategic priorities of the Guam and CNMI Benefits Office. Ensures that the team's quality and timeliness of service meets performance indicator goals. Responsible for the cost-effective use of resources to accomplish the team's assigned outcomes. Gathers, interprets, and recommends appropriate action based on a wide range of data addressing service concerns.

Analyzes and interprets laws, rules and regulations and their effect on the establishment of new policies, procedures, and/or methods of operation. Monitor leave balances, approve/deny leave, and certify timecards. Run production and workload reports. Communicates with senior management. Directs, plans, and assigns work to subordinate staff, exercising technical authority over the accuracy, completeness, and quality of final work products.

Oversees a full range of personnel management functions, including supervisory instructions, conducting performance evaluations, resolving employee relation matters, addressing conduct issues, identifying training needs, and participating in hiring activities through interviewing and recommending candidates for appointment, promotion or reassignment.

Acts as the primary point of contact with GSA for the Guam Benefits Office, coordinating annual facility walk throughs, addressing maintenance needs, and ensuring timely resolution of facility related issues. Serves as the location point of contact for emergency management operations, monitoring and communicating the status of employees, facilities, and ongoing operations during emergencies. Promotion Potential: This position is at the full performance level.

Work Schedule: Full time, Monday through Friday 7:30 AM-4:00PM Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Virtual: This is not a virtual position.
