Join DCSA as a Postal Operations Specialist to manage our enterprise postal & shipping programs. You will oversee USPS & commercial carrier services (UPS/FedEx), manage budgets, validate invoices, & improve processes. This key role acts as a program expert & contract overseer, demanding strong skills in logistics, financial accountability, & analysis. Help drive the effectiveness of our critical shipping operations.
Key Responsibilities
As a SUPPORT SERVICES SPECIALIST you will be responsible for the following duties: Manage DCSA's postal and shipping programs, serving as a liaison to USPS, UPS, and FedEx to ensure operational effectiveness and resolve account issues. Oversee the program budget, including spend plan development and execution. Validates and approves carrier invoices for payment, ensuring financial accountability.
Analyze mail systems and processes to recommend policy changes and equipment modernization. Develops and implements new procedures to improve efficiency. Serve as the Contracting Officer Representative (COR) for the Official Postal Center contract and as the agency point of contact for shipping programs. Administer shipping platforms like UPS CampusShip, managing user access and reviewing shipments. Develops and conducts agency-wide training on mail systems.
Manage day-to-day Official Postal Center operations and official mail functions. Oversees the transfer and disposition of operational records.

Substitution of education may not be used in lieu of specialized experience for this grade level.
