Job Summary

This position serves as the Senior Secure Facility Operations Specialist and technical authority for the design, construction, modification, and accreditation of SCIFs, SAPFs, and classified workspaces. The incumbent provides expert oversight for complex projects, managing technical integrations for TEMPEST shielding and countermeasures. They act as the primary liaison between stakeholders to ensure all facilities meet ICD and Department of War standards.

Incumbents typical work assignments may include the following: Serves as the principal manager directing a highly complex, multi-site structural construction and technical security program; oversees strategic planning, life-cycle facility management, and operational readiness of all regional Sensitive Compartmented Information Facilities (SCIFs). Acts as the senior technical authority for the design, construction, and accreditation of SCIFs and Special Access Program Facilities (SAPFs), providing expert oversight for complex projects and managing technical integrations involving shielding and security countermeasures. Develops comprehensive project plans, technical specifications, and schedules for large-scale facility projects, and strategically manages budgets, staffing, materials, and priorities to meet critical completion dates. Provides executive leadership and strategic direction for the organization by establishing program priorities, funding requirements, and operational policies to ensure all engineering and construction activities support national defense objectives. Exercises second-line supervisory and managerial authority over a multi-disciplinary staff, handling all aspects of personnel administration, including performance management, employee development, and disciplinary actions.
