This position functions as a Training Instructor under the Education & Learning Resources service line under the Office of the Executive for High Reliability at the Harry S. Truman Memorial Veterans' Hospital in Columbia, Missouri, reporting directly to the Designated Learning Officer (DLO). The primary purpose of this position is to develop, coordinate and administer scheduler training programs for front-line staff throughout the facility, outpatient clinics and CBOCs.
Duties include but are not limited to: Training Instructor Activities (60%) Serves as a Training Instructor, supporting all Harry S. Truman Memorial Veterans' Hospital personnel. Analyzes and interprets work processes to determine educational needs of individual employees; monitor minimum standards for quality and productivity; assess and develop standard work and training programs; conduct formal and on-the-job instruction; evaluate training outcomes and on-going auditing for compliance. Acts as a Talent Management System (TMS) Administrator to coordinate and tracks training and education for all applicable staff. Reviews VHA Directives and local policies and follows national standardized curriculum in local training programs. Develops training content to encompass a wide variety of different positions in the outpatient administration setting, with differing levels of skill and ability. Identifies and develops ongoing training to support standard work for current employees as needed. Provides input in the analysis of current and proposed policy changes affecting outpatient training administration. Provides guidance and advice on the implementation of educational programs to address these policy changes. Strategic Planning, Organization and Course Evaluation (15%) Provides necessary educational and training support to ensure employees possess and maintain the skills and abilities required and to facilitate a smooth, effective admission/scheduling flow and operations. Provides guidance and advice to administrative staff concerning educational matters necessary to follow standard work relating to the operation of clinics. Ensures all aspects of the scheduling programs and programmatic responsibilities are identified, and a corresponding training program is in place to address compliance. Prepares training schedules and ensures that training activities do not interfere with clinic operations. Reviews long-range workload and priorities (mandatory training, remedial training, etc.). Works on special projects and analytical studies of problem areas, prepares workflow charts, prepares recurring and special reports as required, etc. Assists with drafting of policies and procedures Collects information for analysis of training program courses to ensure effective operation of training program activities. Medical Records Management/Information Security (10%) Instructs staff and health care team members regarding the sensitive nature of certain printed and electronic information that is protected under the provisions of the Privacy Act of 1974, HIPAA, and other applicable laws, Federal regulations, Department of Veterans Affairs statutes and policies, and VHA policies. Instructs staff on how to protect data from unauthorized release or from loss, alteration, or unauthorized deletion. Instructs health care team members on proper procedures for requesting records from other facilities, both VA and non-VA. Ensures administrative staff are familiar with how appropriate forms are completed and signatures are obtained for ROI requests. Instruct staff on the applicable regulations and instructions regarding access to computerized files. The incumbent is considered an expert and must ensure co-workers and team members follow appropriate laws and regulations. Auditing (10%) Conducts learning activities based on learner needs (in person, virtual or hybrid sessions) to ensure education and training activities are carried out in the most efficient manner possible. Provides the required oversight needed to ensure compliance with educational goals. Works with supervisory staff to ensure assigned staff are sufficiently trained to handle the unique needs of each clinic. Provides staff with training on latest computer software/hardware. Documents employees' skills and competencies. May assist in performing scheduling audits and providing feedback and improvement plans to improve accuracy. Analyzes audit results to assess any facility wide training. Customer Service (5%) Identifies customer service situations and resolves the customer's questions/issues accurately and in a timely manner. Follows up as necessary to ensure a satisfactory resolution. Receives customer feedback, positive and/or negative and acts to resolve matters/situations within his/her control (escalates to appropriate party when necessary). Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
