This TRANSITION ASSISTANCE SPECIALIST is located in the Joint Forces Headquarters and is part of the CA JFHQ MILPO.
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.
The primary purpose of the TRANSITION ASSISTANCE SPECIALIST, GS-0301-11, is to plan, develop, manage, implement, coordinate and direct the State National Guard Transition Assistance Advisor (TAA) Program, serve as the single point of contact in the state by advising all Army and Air National Guard members, family members, senior leadership, managers, and supervisors on the myriad of constantly evolving benefits and entitlements available through the Department of Veterans Affairs, TRICARE Military Health System, and the Department of Defense, resolve problems encountered when accessing benefits and entitlements to these programs and track wounded Guard members from OCONUS to the military treatment facility back to their home state.
Analyzes, interprets, and clarifies changes in the various and constantly evolving Veterans Affairs entitlements. Provides personal service to ensure varied and complex benefit and entitlement issues and problems are resolved for the member and the family where written guidance is often limited or does not exist. Investigates, interprets and evaluates each situation and ensures the process and actions and resolution to each individual situation is completed.
Develops, directs, manages, implements, coordinates, and evaluates the human service delivery system to ensure that military and family members understand and obtain the entitlements, benefits and services authorized and available to them.
Provides assistance, guidance, information and support to Guard members and their families in understanding and obtaining entitlements, benefits and services through Veterans Affairs, Department of Defense, and the military health system after mobilization. Prepares, initiates and recommends policy changes, drafts and prepares legislation to effect improvements to State benefits for Guard members.
Initiates, develops, drafts and prepares Memorandums of Understanding (MOU) and Memorandums of Agreement (MOA) for the State to define mutually agreed upon requirements, expectations and obligations with State Department of Veterans Affairs, Veterans Service Organizations, Department of Labor, the Transition Assistance Advisor, and community agencies and organizations.
Interprets regulations, policy, laws and adapts guidance from higher headquarters and a wide variety of outside sources, tailoring it to the unique needs of the diversified units within the State. Analyzes, interprets, and clarifies changes in the various and constantly evolving Veterans Affairs entitlements. Advises the J-1 directorate and state medical personnel on changes made in the TRICARE program.
Establishes and participates on councils, working groups and/or teams representing organizations and agencies involved in obtaining and resolving entitlements and benefits issues for all National Guard members or their families. Coordinates and establishes Memorandums of Agreement between local, state, and/or regional organizations providing service to military veterans, their families, and military retirees.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.
In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or have a combination of education and experience.
