Job Summary

This position is located in the Wage and Hour Division (WHD), Office of Government Contracts, Branch of Government Contracts Enforcement. The incumbent is responsible for formulating, developing, and issuing official agency enforcement policies and procedures that implement agency policies that have been developed through administrator interpretations, opinion letters, regulations and other official directives that explain nationwide policies followed by WHD under its regulatory requirements.

Major Duties

As a Wage and Hour Specialist you will perform the following duties which are not all-inclusive: Serves as a recognized authority and senior advisor to WHO senior management officials on unique, highly visible and politically sensitive wage and hour enforcement policies and procedures associated with government contract labor statutes. Formulates, initiates, performs and on occasion, leads other staff in the conduct of major and unprecedented government contract labor enforcement initiatives in assigned WHO programs to serve as a basis for enforcement of national import. Assesses the need for, undertakes, plans, conducts and leads others in analyzing, developing, and recommending enforcement policies and procedures for implementation of new or revised interpretations of government contract labor statutes and regulations within National Office and by the nationwide field staff. Regularly reviews program policies, regulations, and other guideline materials for currency, relevance, and sufficiency, and initiates actions to ensure the maintenance of such standards. Advises senior WHO management and other staff on the preparation of government contract labor related position papers, reports, studies, summaries, and formal actions where there are few guidelines and broadly stated objectives. Formulates and develops written products that articulate, interpret, and explain unique and highly visible controversial and sensitive agency government contract labor policies and programs that have nationwide impact on the Agency's ability to achieve its mission. Coordinates with the Office of the Solicitor (SOL) to obtain advice on legal matters associated with government contract labor laws arising during enforcement activities and coordinates with SOL on actions pending before an AU or other administrative or judicial forum. Also, ensures that documents setting forth all interpretations, enforcement policies, regulations, procedures, etc. are legally correct.
