Job Summary

The incumbent will serve as a Senior Acquisition System Administrator for Acquisition and Business Services, ACQ.

Key Responsibilities

Is a recognized subject matter expert with the acquisition systems and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Applies experience and expert knowledge as a functional specialist for acquisition systems (including but not limited to the PRISM, and eDOCs).

Applies knowledge of Federal acquisition laws, regulations, policies, principles, practices and processes; and applies knowledge of procurement functional requirements and the related needs of the systems user. Provides as an interface between the acquisition organization and user community and the program office technical leads for the systems.

Skilled in both acquisitions systems, responsibilities include communicating user requirements to technical program office personnel, ensuring users are trained and systems access is controlled, performing reporting functions, providing guidance and assistance to users, participating in system testing (e.g., related to development activities, patches, upgrades), and serving as a consultant to ACQ management.

Participates on strategic planning committees and work groups organized to integrate individual organization and user requirements and initiatives. Participates with teams tasked to provide functional perspective, guidance, and requirements for system enhancements and upgrades and new system/application projects.

The incumbent is also responsible for developing, reviewing, and approving training for all users' levels to implement new systems, applications, enhancements and upgrades. Additionally, the incumbent develops and reviews business process guides to standardize procedures for users, and policy staff to ensure and maintain consistency with acquisition policy, guidance, and processes. Contacts are internal and external.

Represents the organization and works with other FAA stakeholders, the DOT Office of the Senior Procurement Executive (SPE) and external oversight organizations such as the Office of the Inspector General (OIG) and Government Accountability Office (GAO), reconciling acquisition needs and concerns. As a principal point of contact, provides advice and guidance on the applications of policies and procedures.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Work typically is reviewed only at completion for success in achieving planned results.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA.
