The Administrative Officer is responsible for administrative supervision, planning, and oversight of Specialty Care or Surgical Services, under the direction of the Chief of Specialty Care or Surgical Services.
Duties include, but are not limited to: Directly responsible for advising on and coordinating all administrative policies, programs, and operations of a highly complex health care delivery system with care spanning seven CBOC facilities and the main campus and involving individual staff and trainees. Review and analysis of productivity data, development of action plans to improve performance and/or productivity, and implementation of management controls.
Responsible for planning and making decisions related to resource allocation to include FTE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, and overtime usage. Participate in strategic planning for the Specialty Care Service including setting short and long-rang planning goals based on data analysis and in conjunction with the Service Chief.
Serves as the management official for Specialty Care or Surgical Service on a variety of councils and committees within the formal governance structure.
Exercises full first line supervisory authority which requires performance of a broad range of duties such as selecting, retaining, and promoting staff; assigning, directing, and reviewing work; establishing performance standards; reporting requirements; managing performance; administering leave; resolving staff complaints and grievances; investigating instances of misconduct and initiating disciplinary and adverse actions; and identifying staff training and development needs.
Responsible for ensuring new or changing programs are implemented effectively and efficiently.
