This position is in the Lebanon VA Medical Center (MC) Surgery Care Line (SL), reporting to the SL's Business Manager. The incumbent, in coordination with the SL's Business Manager, administers and manages the procurement and associated contracts for the SLs in areas such as major equipmentpurchases, service and resource acquisitions, or activations projects for new construction, renovation of, surgical specialty clinical and administrative areas.
The incumbent manages the procurement and associated contracts for the service line.
Major duties include, but are not limited to: Manages the the procurement and associated contracts for the service lines Coordinates with the service line supervisors and program managers to gather all required information necessary for preparation of procurement/contract documents Tracks budget and contract documents Ensures timely certification of IPPS invoices Maintains or assists in maintaining all service and equipment contract procurements above the current micro-purchase threshold as stipulated in Federal Acquisition Regulations.
Analyze existing contract vehicles Coordinates with the Business Manager to implement policies, procedures and necessary controls to ensure an effective procurement process. Responsible for preparing or assisting in the preparation of procurement packages to include all necessary paperwork. Prepares complete procurement packages for submission Monitors risk management strategies to address areas of concern or potential gaps/lapses.
Controls contractual, financial, and technical aspects of procurement/contract through all phases of the process. Works with the Contracting Officer to resolve protests, claims, and Contractor performance issues Provides written guidance on evaluation standards for solicitations and technical evaluation committees Performs other related duties as assigned. Work Schedule: Monday- Friday, 7:30am- 4:00pm Telework: This position may be authorized for ad-hoc telework.
