Job Summary

This position is in the Office of Economics and Analytics (OEA), Auctions Division (AD), Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Key Responsibilities

Provides in-depth legal advice and counsel to the Associate Division Chief, Deputy Division Chief, Division Chief, and the Office Chief on legal and policy issues related to the Commission's competitive bidding authority and various competitive bidding methodologies. Participates in the development of competitive bidding initiatives, such as using auctions as a methodology for repurposing spectrum through incentive auctions.

Responsible for research and resolution of legal issues relating to Commission auctions; and Commission polices relating to the conduct of competitive bidding. Synthesizes information, and helps develop legal and policy positions and presents recommendations or findings to persons of various positions, backgrounds, and disciplines in various settings. Exercises responsibility for the progress, presentation, and completion of proceedings.

Drafts legally, factually, and technically complex documents such as orders, options papers, legal memoranda, and technical documents. Assumes significant role in projects involving competitive bidding issues in coordination with other staff attorneys and professionals, including economists, engineers, analysts, data experts, project managers and software developers.

Participates in the development of long-range policies, goals and objectives for the Division and Office relating to auction policy and regulation. Assists in policy planning and policy review concerning broad and complex issues of significant public importance relating to competitive bidding policy and regulation. Reviews and evaluates current rules and polices regarding auction regulation to determine applicability to current program needs.

Participates in conferences with other representatives of the Federal Government, with representatives of other governments, consumer groups and industry. Presents the position and views of the Commission. Assists in formulating policy statements, proposed Commission decisions, and proposals for the modification of regulations or the adoption of new regulations.
