Job Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), and Mid-Atlantic Health Care Network (VISN 6) within the Fiscal Service at the Salisbury Veterans Affairs Medical Center NAMC).

The incumbent of this position uses knowledge of a wide range of budget-related principles, procedures and methods to make recommendations on a variety of budgetary and administrative functions in support of the VAMC, National, and Special Purpose Programs.

Key Responsibilities

Duties include, but may not be limited to the following: Provides budgetary guidance to managers and supervisors concerning the formulation, planning, and execution of the operating budget. Develops and coordinates planning, formulation, and execution of the budget. Conducts long-range budget planning; prepares projections based on variable factors; evaluates the impact of budgetary changes on program goals and operations.

Conducts budget reviews, analyses, and evaluations of fund utilization to support planning and day-to-day financial management. Develops and implements budgetary policies and procedures; advises management on proper fund usage; ensures managers maintain adequate funding levels and internal controls; and provides regular budget reports and updates. Performs in-depth analysis of budget requests and continually analyzes and compares objectives, programs and activities.

Develops and coordinates planning, formulation, and execution of the budget. Determines requirements and priorities and provides budgetary guidance to managers and supervisors concerning the formulation, planning, and execution of the operating budget. Prepares fund distribution worksheets from basic budget submissions and verifies that decreases or increases are reflected accurately.

Evaluates data submitted for consistency with previous estimates, current levels of program operations, and anticipated changes in staffing and/or funding levels. Reviews the propriety of obligations and expenditures, planned versus actual and provides technical guidance on the use of funds for programs. Monitors use and rate of expenditure of funds through daily contact with operating officials.

Conducts cost studies of programs on a quantitative and/or qualitative basis to track and analyze effectiveness and prepares status reports for review at all levels. Prepares quantitative and analytical data required during budget formulation, execution, and review. Prepares phasing and obligation plans to project execution rates. Monitors expenditures and reprograms funds between accounts to maintain balanced programs.
