The Primary Purpose of the Position is: to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the organization supported organizational component/facility.
Responsibilities of the Budget Analyst include, but are not limited to, the following: Conducts limited studies and analyses to develop required data and information for reporting purposes; and prepares administrative reports. Prepares documents needed to process budget estimates. Writes reports that detail the purposes for which funds were obligated and expended.
Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives.
Reviews, edits, and consolidates annual budget estimates for assigned organizations and programs into a single budget request. Develop additional analysis providing historical data of programs. Communicating orally and in writing to obtain and provide information related to budget matters. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
