Job Summary

This position uses knowledge of a wide range of budget-related principles, procedures, and methods to make recommendations on a variety of budgetary and administrative functions in support of the VA Medical Center, National, and Special Purpose Programs.

Key Responsibilities

Duties include, but may not be limited to the following: Uses judgment to interpret guidelines, adapt procedures, decide approaches, and resolve specific problems. Broad knowledge of a body of financial management regulations, practices, procedures, and policies concerning the receipt, disbursement and accountability of funds.

Knowledge of a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex fiscal transactions. Extensive knowledge of Department of Veterans Affairs directives, handbooks, and other financial regulations, laws, and requirements related to budget operations.

Knowledge of the negotiability, validity and genuineness of budget items, acceptability requirements of supporting documents, and Appropriation Law procedures in Federal and commercial institutions. Knowledge of automated financial system to reconcile errors that require an understanding of nonstandard procedures. Meets the needs of customers while supporting VA missions.

Consistently communicates and treats customers (veterans, their representatives, visitors and all VA staff) in a courteous, tactful and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.

Maintains files and records and prepares reports that are required by the General Accounting Office, Treasury Department, and the Department of Veterans Affairs. Ability to query computer programs to extract information. Knowledge of Computer programs such as Microsoft Word, Excel, Access, Outlook and Vista.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 7:30am-4:00pm, Monday-Friday Telework: Ad-hoc Virtual: This is not a virtual position.
