Located in the Office of the Chief of Engineering Service, the Budget & Financial Technician's primary duties and responsibilities are directly related to maintaining a comfortable and safe environment throughout the medical center complex and all other leased facilities through an effective maintenance and repair program.
The incumbent performs a wide variety of functions including accounting work, budgeting work, voucher examining work, timekeeping and other assigned administrative functions.
Major Duties include, but not limited to: Processes a wide variety of purchasing transactions across multiple activities with different rules and procedures. Determines transaction type and purpose, ensuring accurate coding (fund control point, cost center, subaccount) and proper appropriation assignment. Reviews and audits purchasing documents for accuracy, including pricing, totals, and correct fund obligations.
Ensures vendors are properly registered (SAM), listed in IFCAP, and not on the Excluded Parties List. Verifies purchase card micro-purchases comply with Federal Acquisition Regulations (FAR). Reviews purchase orders against request documents to confirm accuracy of costs, totals, and funding. Monitors and certifies invoices in the Online Certification System to ensure services were completed and billed correctly.
Tracks and follows up on overdue purchase orders, coordinating with relevant departments for status updates. Serves as liaison between Engineering Service and Logistics/Purchasing & Contracting to resolve issues and ensure timely transactions. Gathers requirements for maintenance contracts (e.g., scope, duration, response times) and prepares accurate purchase requests.
Applies in-depth knowledge of contracting rules and regulations to manage complex and specialized transactions.
