The primary purpose of this position is to serve as the Budget Officer, providing leadership and supervision of the Budget Services Branch and managing the formulation, execution, analysis, control, and reporting of budgetary resources to ensure effective stewardship of funds and compliance with applicable fiscal laws, regulations, policies, and IHS requirements. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
Key Responsibilities
Manages day-to-day Budget Services Branch operations for budget formulation, operating plan review, budget execution, issuance of allowances, account balancing, and funds-status reporting to ensure budgetary resources are accurately recorded and controlled.
Maintains accountability for recurring and non-recurring Advice of Allowances by appropriation, allowance, fund value, budget activity/program, and location; reconciles balances to Advice of Allotment and supporting financial reports. Analyzes budgetary accounts and performs periodic reconciliations between budget and accounting records to identify variances, over-obligations, unsupported balances, or other funds control issues and initiates corrective action.
Develops and updates local budget procedures, methods, internal controls, and operating guidance to implement applicable appropriation law, budget policy, and financial-management requirements
