Job Summary

You will serve as a Budget Officer with National Park Service. The incumbent duties involve consultation and advisory service for Park Management, coordination, and direction of the work of the parks inter-divisional budget team and continuing direct contact with the Pacific West Regional Office Comptroller, the NPS Budget Officer, and other field and Washington Officials.

Key Responsibilities

Some of the major duties you will perform include but are not limited to the following: The Budget Officer plans, directs, and coordinates the activities of the Budget/Finance Branch in the Division of Administration, directly supervising Budget Analysts and technician(s) as well as Supervisory Budget Analysts. Responsible for consulting with and advising park managers on all aspects of budget formulation, budget execution, and fiscal reporting.

Plans and directs analysis of past financial performance to advise and inform management decisions for future budget requests and allocation of available financial resources to the highest operational and capital investment priorities of the park. Apply knowledge of appropriations law, permanent NPS authorities, NPS Budget structure, OMB and Congressional budget cycles, and park operations to advise management on funding strategies.

Establishes effective cash and debt management programs and directs scheduled internal control reviews of park cash and debt management activities. Allocates a variety of funds to responsible park managers and establishes & maintains controls to assure allocations are within regional allotments.

Monitors rates of obligation for all programs, and identifies potential problems (over, under or inappropriate expenditures); recommends reprogramming actions to ensure that available funds are utilized consistent with Congressional intent, to accomplish highest priority needs. Manage a large staff on a park-wide basis involved in budget, expenditures, income and associated fund sources.

Directly supervise two GS-12 Supervisory Budget Analyst and one non-supervisory GS-12 Financial Analyst, indirectly supervise four GS-11 Budget Analysts, four GS-09 Budget Analysts and two GS-07 Budget Technicians.
