This position is located in the Immediate Office (IO) of the Director, Washington Headquarters Services (WHS) and serves as the Business Operations Manager in support of the Director and Deputy Director. The incumbent is considered a recognized authority on the full spectrum of WHS operational issues.
Incumbent typical work assignments may include the following: Serves as Business Operations Manager and Senior Advisor, providing executive-level program management, controlling administrative actions and resource execution, and advising the WHS Director and Deputy Director on complex, cross-functional organizational and operational issues.
Exercises full supervisory and personnel management responsibilities, directing a professional staff by assigning workloads, evaluating performance (DPMAP/EPAT), resolving complaints, identifying training needs, and fostering a high-performance, EEO-compliant environment.
Directs day-to-day business operations and executive correspondence, utilizing the Correspondence and Task Management System (CATMS) to track suspenses, providing quality control for decision instruments and briefing packages submitted to the Secretary of War (SecWar), DA&M, and WHS leadership in accordance with DoD Manual 5110.04.
Leads business process re-engineering and continuous process improvement initiatives, applying advanced qualitative and quantitative methodologies to evaluate program effectiveness, optimize the use of limited resources across the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle, and generate innovative workflow solutions.
Develops and enforces administrative and operational policies, overseeing official records management (NARA compliance), time and attendance (DAI), and property accountability, while representing WHS in executive-level working groups to resolve contentious issues and integrate organizational goals.
