Job Summary

This position is located in the Division of Risk Management Supervision, Capital Markets, Accounting, and Policy Branch, Capital Markets Strategies Section of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $277,500.

Key Responsibilities

Plans, directs, coordinates, and supervises personnel responsible for the development and implementation of rules, regulations, and supervisory guidance affecting large, complex financial institutions, and community banks to ensure the timely identification and ongoing monitoring of risks posed by these institutions to the deposit insurance fund.

Plans, directs, coordinates, and supervises personnel responsible for assessing and interpreting credit, liquidity, market, and other emerging risks of large financial institutions and community banks, including from capital markets activities and complex and emerging financial products. Serves as technical advisor on a broad range of capital markets activities conducted by large, complex financial organizations.

Plans and directs the activities of Corporation working groups responsible for developing policy and supervisory guidance related to regulatory capital, liquidity, and market risk requirements of large, complex financial institutions and community banks. Assists the Associate Director in setting strategic priorities and in formulating appropriate FDIC policies with respect to capital markets activities and the analysis and supervision of capital markets-related risks.

Develops policy initiatives that advance the Corporation's mission as it relates to the regulation and supervision of large, complex financial institutions and community banks. Prepares analyses and briefs senior management regarding significant events or issues, and recommends appropriate supervisory action, as required.

Reviews and evaluates studies, reports, and proposals prepared by staff members, financial institutions, and other government agencies as these relate to the capital markets operations of large, complex financial organizations and community banks.

Works closely with divisions and offices of the FDIC and other regulatory agencies to ensure that prudential policies, practices, and methods are devised for capital markets relating risks posed by large, complex financial organizations and community banks. Responsible for ensuring that regulatory requirements are tailored to the risks present in large and community bank operations.

Coordinates and executes integrated capital markets-related regulatory initiatives with domestic banking regulators including the Federal Reserve Board of Governors, the Office of the Comptroller of the Currency, domestic securities regulators including the Securities and Exchange Commission, international banking regulators through the Basel Committee on Banking Supervision, International Organization of Securities Commissions, and other relevant international groups.

Prepares and presents proposed and final regulations requiring FDIC Board of Director action at FDIC Board Meetings. Coordinates the development of congressional testimony and background material for the Chairman and other Board members. Exercises supervisory personnel management authority.

Performs the full range of performance management duties including, but not limited to, providing input and evaluating each team member's performance; counseling and career development guidance; feedback on problems and improvements needed; monitoring progress in mastering tasks and work processes; and individual and team training needs.
