This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Chief Information Officer (OCIO), Immediate Office (IO). The Office of the Chief Information Officer (OCIO) provides valued information technology (IT) services to many Federal agencies within HHS.
ABOUT THE POSITION The Chief Data Officer (CDO) provides executive HHS leadership in developing, implementing, and executing the Departmental data strategy to leverage the power of data. CDO applies innovative enterprise data management and governance solutions to enhance operational and mission effectiveness, establishes the strategic direction for the Department's data management program, and optimizes the use of data within and between HHS Divisions.
CDO sets goals and objectives requiring emphasis and provides vision for HHS-wide data activities, championing data ownership, standardization, discovery, accessibility, and governance. This position defines and oversees how the Department captures, maintains, and applies data to support key business processes and objectives. The role requires broad experience in policy formulation, IT, records management, and change and program management.
The CDO provides leadership, direction, and expert guidance to HHS officials at all levels in transitioning to a data-driven culture, formulates Department-wide policy, establishes targeted goals, and develops strategies to achieve these objectives. The CDO advises on planning, direction, and execution of organizational data operations.
The incumbent provides executive-level, strategic, and authoritative advice and leadership in the following areas: Leadership Provides vision and leadership for developing, implementing, and modernizing the data strategy and infrastructure, supporting open data and data visualization platforms, and maintaining necessary data warehouses and tools. Guides the organization toward a data-driven culture while adapting to emerging opportunities.
Represents the agency with Congress on key oversight activities. Serves as the senior executive point of contact for Federal interagency meetings on data management and records management. Bridges the gap between other agencies and the OMB regarding best practices for using agency data for statistical purposes. Determines strategic approaches for resource allocation and recommends long-term staffing and training solutions.
Policy and Strategic Planning Leads strategic, capital, and workforce planning; policy and standards development; resource management; knowledge management; architecture and infrastructure planning; auditing; and records management. Participate in management planning and decision-making regarding legislative changes, technological improvements, and Federal and non-Federal standards.
Lifecycle Data Management Promotes the use of industry-leading trends and new data management technologies. Oversees planning, development, implementation, and administration of systems for data acquisition, storage, and retrieval. Aligns agency data with pre-specified best practices. Data Governance Ensures data management governance and compliance with statutory, legislative, and executive requirements.
Sets strategic vision and supervises HHS data divisions and working groups to implement a comprehensive data governance strategy. Data Availability and Infrastructure Defines and promotes policies, programs, and awareness throughout the agency. Works with the CTO and senior leadership to create an environment that makes data accessible with appropriate controls. Enhance business performance by leveraging existing and innovative data sources.
Collaborates with internal and external stakeholders, fostering trust and advising on data use for performance and strategy. Evaluates the impact of infrastructure on data accessibility and works with CIOs and CTO to optimize it. Establishes data discovery and sharing standards including meta data standards across the Department. Data Sets Manages HHS Headquarters data assets, including standardization, sharing, and publication in accordance with applicable law.
Determines how best to leverage data assets to support the Department's mission and strategic plan.
