Job Summary

The Congressional Liaison communicates with congressional aides and other outside entities telephonically to resolve inquiries about difficult cases and questions about VBA benefits. The incumbent reviews all the Congressional, White House, Secretary and other special inquiries received by letter and telephone in order to determine the proper disposition of these inquiries. This review includes use of the computer systems and review of claims folders.

Key Responsibilities

Specific duties include: Independently analyzes correspondence and requests for information, researches, works with the appropriate service areas to expedite actions, and responds or prepares written responses on behalf of the Regional Office Director for review and signature. The work is responsible for reviewing and tracking inquiries. Evaluates problems and issues and recommends improvements to operations.

Provides administrative guidance and support to veterans and their representatives. Defines administrative requirements for various VA and VBA benefit programs for veterans and veteran representatives. Responsible for reviewing Veterans' documentation and determining which VA service area can best assist in resolving the issues. Coordinates with various areas of the VA and VBA to resolve bottleneck issues affecting the Veteran's inquiry.

Monitors and maintains various databases to track inquiries and workloads. Creates detailed written correspondence based on the results from researching, reviewing program guidelines, fact-finding, and verifying the authenticity of submitted documentation. Prepare reports as required. Reviews all Congressional, White House, Secretary, and other special inquiries received by letter, fax, email, and telephone to determine the proper disposition of these inquiries.

Responds to these inquiries by telephone, email, or in writing. Manages their workload for timely and accurate responses and ensures that the workload is appropriately documented and controlled, making day-to-day adjustments in accordance with established priorities. Maintains records of completed workload and prepares reports, as required. Keeps controls to ensure the timeliness standards are met.

Discusses inquiries and VBA benefits with congressional aides as well as inquiries received from the Office of the Director, Veterans Service Center (VSC), and other Division Managers of the Regional Office (RO). Communicates with congressional constituents to explain the benefits and services available. Participates in briefings and training sessions for congressional staff members on VBA benefits.

Represents the Regional Office at outreach events and may serve as a guest speaker and panelist. Reviews inquiries to determine the priority for addressing them.These include cases that are sensitive, volatile, or hardship-related, as well as long-standing unresolved issues and case that concern or potential concern the media. The incumbent takes the initiative to resolve these cases prior to media involvement.

Work Schedule: Full-time Monday-Friday 730am-4pm Compressed/Flexible: Not available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position. Virtual: This is not a virtual position.
