Job Summary

This position is located in the Architect of the Capitol, Office of the Chief Engineer, Construction Division, Construction Branch. The selectee provides on-site construction direction for multiple projects and is responsible for various trades performing construction work at the site, including overall coordination of the individual trade and laboring efforts related to the project. This position is for dayshift.

Key Responsibilities

*** This position is temporary in nature and is not to exceed 24 months. This is strictly a temporary appointment where there is no permanent need or permanent funding available for the work involved. This position is subject to the project needs of the Agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds without any advance notice.

If project work continues however, it could be extended beyond the 24-month time frame at the sole discretion of the Agency. As a non-permanent employee, you may also be separated for failure to meet management's expectations, with no advance notice. *** TWO SELECTIONS WILL BE MADE FROM THIS VACANCY.

Day Shift (4:00 AM - 2:30 PM) -Monday - Thursday Shift Will be Assigned Upon Selection Hours May Change Depending on the Operational Needs of Management *** Please Note that the resume must show comprehensive knowledge of construction management for construction and renovation projects.

DUTIES: On Site Construction Management Provides on-site construction direction and coordination to enforce safety, maintain schedules, ensure scope requirements are within budget and ensure quality standards are maintained. Provides guidance to trade supervisors to ensure projects are done efficiently and effectively, requiring little rework. Directs construction teams to ensure tasks are done efficiently and effectively, requiring little rework.

Coordinates with jurisdiction representatives for power outages, drain downs, etc. Verifies critical path items are ordered and critical path tasks are completed. Develops and submits requests for information and potential change orders. Ensures scope is complete and coordinates quality control inspections. Recommends acceptance or rejection of construction activities and tasks. Manages punch list and closeout process. Ensures redlines drawings are completed.

Construction Project Management Monitors project financial outlook and confirms projects are within budget and on schedule. Provides feedback to construction managers if there are funding shortages or overruns that may affect project completion. Attends project meeting to plan upcoming work for trade employees to ensure milestones are met.

Works with construction managers, jurisdiction representatives, consultants and clients to determine risks and makes recommendations to mitigate risks through review of construction documents and changing scopes of works. Works with engineers and architects, consultants and AOC staff to resolve conflicts and concerns. Assists construction manager in preparing reports to keep jurisdiction representatives and stakeholders informed of project status.

Construction Advice and Guidance Prepares constructability reviews and collaborates with consultants, architects and engineers during project proposal phase. Reviews project prior to construction to provide value engineering by recommending design changes and means and methods. Provides feedback to construction managers about lessons learned.

Contractor Oversight Monitors and inspects contractor performance to ensure that the entire scope of the contract is performed and all quality requirements specified are in compliance. Develops effective quality assurance and surveillance plans to proactively identify deficiencies in work and material. Informs project construction manager of deficiencies so they can take appropriate action to correct non-compliant and deficient work.

Coordinates access requests with jurisdictions, the Chief Administrative Officer and United States Capitol Police.
