Job Summary

This position is located in the Department of Homeland Security (DHS), Office of Procurement Operations (OPO). The primary purpose of this position is to perform contract specialist work related to the acquisition of goods and services to support the programs and operations of the Department of Homeland Security and its subordinate organizational elements. Non-BU: This is a non-bargaining unit position.

Key Responsibilities

As a Contract Specialist, GS-1102-12/13, your typical work assignments may include: Providing guidance to lower-graded specialists, program offices, field offices and user functions regarding all aspects of Department procurements.

Serving as a primary contact and consultant regarding a variety of extensive acquisition functions that encompass the planning, execution, administration, and termination of complex contracts through the use of formal advertising or negotiation procedures, the evaluation of cost and price proposals, and the administration, termination and close out of contracts.

Evaluating proposals, negotiating costs/prices and terms and conditions with offerers/contractors, and ensuring awards are within applicable laws and regulations. Performing contract administration functions, such as verifying evidence of contractor's progress, negotiating modifications, issuing termination notices, reviewing contract claims, and conducting contract closeouts.

Determining the contract methods to utilize and developing the unique/complex terms and conditions of the solicitation. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Requirements & Education

This position requires specific coursework to meet the basic education requirement. You must submit an official or unofficial transcript which list courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section.

If the transcript(s) does not clearly demonstrate this, you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions.
