Job Summary

The Deputy Chief Information Officer (DCIO) serves as a principal advisor to the CIO and represents the CIO in accordance with the mandates of the Information Technology Management Reform Act of 1996, the President's Management Agenda, and all additional information technology OMB mandates or policies.

The incumbent coordinates information technology plans, policies, and operations for the Agency and provides day-to-day management of the Office of the Chief Information Officer.

Key Responsibilities

As the Deputy Chief Information Officer, you will be part of the Office of the Chief Information Officer. The Deputy Chief Information Officer (DCIO) fully shares with the Chief Information Officer (CIO) in providing leadership and direction in the formulation, development, and execution of OPM's information technology management program.

If selected, some key responsibilities include: Sharing in formulating of short and long-range strategic goals, based on industry best practices, President's Management Agenda, Federal Activities Inventory Reform Act, Information Technology Management Reform Act of 1996, OMB and DHS Information Technology directives and best practices, while also aligning OCIO to OPM's Strategic Plan.

Partnering with the CIO to develop strategies, policies, action plans, and to conduct investment reviews of current information architecture, software, hardware, and cloud services to improve OPM's management information systems and directly leverage technology to improve the strategic mission of the agency. Streamlining existing processes and operations to improve efficiencies wherever possible, eliminating silos and duplicative practices.

Maximizing cybersecurity oversight and protections for the agency in coordination with the OCIO. Making recommendations for enterprise-wide technology strategies and resource management. Advancing the use of appropriate emerging technologies and assessing options for extending existing technologies through integration opportunities.

Managing relationships with OPM Senior Executives, peers, and other stakeholders to understand business priorities and enable business needs by providing effective, efficient, and secure IT and digital solutions. Monitoring and communicating progress on IT objectives, goals, and strategies for the organization.

Implementing outcome-oriented performance measures and managing IT strategy and operations through use of these measures, providing complete transparency and open communication to all OPM employees and other stakeholders. Effectively managing relationships with vendors, contractors, and other external business partners, to include provisioned service providers.

Directing staff who support IT policy development, system development, common IT services, and other information technology functions.
