Key Responsibilities

Position is dual-hatted as the Deputy to the Commanding General and Senior Technical Director for the U.S. Army Network Enterprise Technology Command (NETCOM), a major subordinate command of U.S. Army Cyber Command (ARCYBER). Participates fully and exercises command authority in the executive management of all major aspects of command policy and program planning, development, execution and evaluation.

Incumbent functions as alter ego to the CG and serves as a principal advisor to the Army CIO/G-6, ARCYBER, NETCOM staff principals, and major subordinate commanders and directors worldwide on the full spectrum of NETCOM programs and operations, especially development and direction of technical aspects of command programs executed within the Joint and Army enterprise framework.

Makes authoritative technical decisions impacting IT programs and budgets, architectures, and standards of Army and NETCOM programs. Decision and recommendations have far-reaching effects on plans, engineering, implementation, and operation of integrated information systems in support of DA, DISA, the Joint Chiefs of Staff, USCYBERCOM, other government agencies, the President of the United States, and in some instances, foreign governments.

Provides senior technical leadership to ensure Army Theater level networks are integrated into Army and Joint portions of the DoW Integrated Network-Army (DoWIN-A), prioritizing the transition to a Unified Network with centralized service with a Zero Trust Cyber Security Framework and hybrid cloud environments.

Maintains continuous command-wide technical overview and provides program direction and guidance to subordinate Commanders (including BG level), Directors and Deputies, and division chiefs, including a headquarters subordinate staff of approximately 400. The command employs over 14,000 military, civilian and contractor personnel located in every theater in 20 countries around the world and with an annual budget of in excess of $1.1 billion.

The Commanding General (CG), NETCOM provides general administrative direction in the form of broad program guidance and command policy. The incumbent exercises an unusual degree of latitude in independent judgment and decision-making in the development, implementation, and integration of broad policy, operational, and highly technical missions of the NETCOM.

Effectiveness is evaluated by contributions to development, management, and implementation of broad policy, program goals, and objectives and by quality of leadership displayed.
