Job Summary

The Department of Energy's (DOE) Office of Intelligence and Counterintelligence (IN) is looking for a dynamic, innovative, seasoned executive to lead the Department's intelligence enterprise. Serving as the Senior Intelligence Officer for both the DOE and the National Nuclear Security Administration, the Director will oversee complex-wide intelligence, counterintelligence, and cyber threat programs.

Key Responsibilities

The Director, Office of Intelligence and Counterintelligence fulfills the following duties: Serves as the Senior Intelligence Officer (SIO) for the Department of Energy (DOE) and the National Nuclear Security Administration (NNSA); provides executive-level leadership, strategic planning, and operational governance for the Office of Intelligence and Counterintelligence (IN) to inform national security decision-making and defend the nationwide DOE complex from foreign threats.

Provides strategic guidance and executive oversight to IN's leadership team in executing core missions, including foreign intelligence, counterintelligence, cyber intelligence, and mission support, ensuring authoritative analysis on nuclear, proliferation, nuclear terrorism, global energy security, emerging technologies, and cyber threats.

Establishes IN's strategic budget framework and personnel priorities; presents and defends resource requests and financial requirements before senior DOE management, the Office of Management and Budget (OMB), the Intelligence Community (IC), and Congressional committees.

Exercises delegated intelligence-related authorities under executive orders and federal law, ensuring all intelligence collection, information systems, and intelligence-related special access programs within the DOE complex comply with statutory mandates and Intelligence Community security and protection standards.

Oversees, coordinates, and provides strategic leadership to intelligence and counterintelligence components across the DOE laboratory complex; reviews and approves all requests for technical assistance or reimbursable work sponsored by external Intelligence Community partners.

Represents and advocates for DOE's specialized scientific and technical intelligence capabilities, intelligence assessments, and related national security interests before senior National Security Council (NSC) policymakers, the Director of National Intelligence (DNI), foreign partners, think tanks, and academia.

Directs human capital strategies for IN, including the recruitment, selection, and performance evaluation of senior executives, managers, and technical experts; implements career development pathways and mentoring programs to cultivate a premier intelligence workforce.
