Job Summary

This position is located in the U.S. Department of Homeland Security (DHS), DHS Headquarters, Management Directorate, Office of the Chief Financial Officer (OCFO). By statute, the Chief Financial Officer (CFO) oversees all financial management activities relating to the programs and operations of the Department and develops and maintains an integrated agency accounting and financial management system, including financial reporting and internal controls.

Key Responsibilities

The Executive Director, Programming and Strategic Insights is responsible for performing analyses and evaluations of alternative plans, programs, forces, and budget submissions in relations to various programs. To satisfy the requirements of Congressional mandates and in support of the policy developments process, the Office manages DHS-wide plan that integrates program goals, subsequent funding decisions and performance evaluation.

Specific responsibilities include: Providing analysis and advice, making recommendations, and participating in the development of policies for and the operation of the DHS programs, including the fiscal and programmatic guidance upon which DHS program projections are based. Serving as principal advisor to DHS management officials on the Department's program planning and evaluation process as well as the Department's programs, policies, and for all DHS mission areas.

Monitoring the progress of the organizational goals and periodically evaluates and makes appropriate adjustment to such goals. Performing analyses and evaluations of alternative plans, programs, forces, personnel levels, and budget submissions in relation to projected threats, allied contributions, estimated costs, resource constraints, and U.S. homeland security objectives and priorities.

Reviewing, analyzing, evaluating, or initiating program actions and tasking to ensure adherence to DHS policies, standards, and national security objectives, and ensure that they are designed to accommodate operational requirements and promote the readiness and efficiency to the Department. Ensuring that the costs of DHS programs, including classified programs, are presented accurately and completely.

Providing leadership in developing and promoting improved analytic tools, data and methods for analyzing DHS planning, the effectiveness of DHS programs, and the allocations of resources. Implementing and monitoring performance measurement system. Serving on boards, committees, and other groups pertaining to the Executive Director.

Preparing briefing papers for the Secretary, Deputy Secretary, Under Secretary and the Chief Financial Officer that support decisions, Congressional testimony, Cabinet meetings, press. conferences, and public appearances.
