This position is in Fiscal Service, and the primary purpose of the position is to perform a wide range of administrative functions that require the analytical ability to determine the best course of action to achieve the required outcomes in areas including suspense tracking, training needs, time and attendance, program analysis, contracting, staffing, and office management.
The Incumbent is the Financial Systems and Procedures Analyst and is organizationally aligned within Fiscal Service.
Duties to include but limited to the following: The incumbent works under the broad direction of the Chief of Fiscal Service to extract analyze, summarize, and identify apparent trends and issues with data extracted from various financial sources. Assists with budget forecasts and estimates program requirements, prepares programmatic reports, justifications, charts, graphs, statistical narrative data, etc.
Responsible for the extraction of data related to FTE, ADPAC menu keys, travel, and coding used for decision making purposes. Performs duties associated with the management and control of resources or funds. Plans and conduct studies to determine the requirement for updated financial information. Prepares a wide variety of cost reports, balance sheets, and recommendations required for analysis of potential policy revisions.
Adapts approaches to plan and conduct specialized studies and consolidate information from many major portions of the program. Provides required briefing records in a complete and timely manner according to a pre-established schedule. Consults with Medical Center executives and management officials to identify objectives and administrative actions that support the interests of the Medical Center and Fiscal Service operations.
Performs administrative activities within the facility to support the organization's business goals and activities. Reviews internal processes in relation to selling agreements/contracts to determine if improvements can be made.
Manages and/or prepares responses to correspondence or handles communication with persons and other groups within and outside Medical Center, speaking for the principal on routine program issues performance cost analysis such as the development of life cycle or other cost analysis of projects, or performance of cost benefit or economic valuations of programs. Conducts cost effectiveness studies. Direct report to the Chief Financial Officer of VANCHCS.
Communicates regularly with Fiscal Service leadership, service chiefs, facility and VISN-level management officials, and appropriate counterparts in other agencies or organizations working with the service on special projects.
Works with other members of Fiscal management to include Assistant Financial Officer, supervisors, other departments and employees on the interpretation and application of a variety of Human Resources policies, agency or service practices and procedures. Incumbent will possess comprehensive knowledge of administrative policies and regulations. Incumbent serves as the financial services automated data processing application quarter coordinator or ADPAC.
As the ADPAC, employee is responsible for the overall management of the veterans' health information systems and technology architecture software packages within financial services.
