Job Summary

The incumbent serves as a Project Manager at National Region in Washington, DC., and is responsible for the management and acquisition processes for the design and construction of national cemeteries through the major capital facilities program.

The Project Manager leads a team comprised of a matrix of engineering and architectural specialties partnered to prepare and complete accurate and fully coordinated documents to comply with VA criteria, standards, and all appropriate codes.

Key Responsibilities

The major duties and responsibilities include, but are not limited to: Manages several contracts simultaneously for studies, designs, services, construction services, and utility installation. Coordinates design activities across civil, structural, mechanical, electrical, and architectural disciplines and coordinates project phasing with critical path method specialists and the responsible NCA Directors.

Provides support on the full range of technical, financial, and analytical aspects of projects. Monitors project performance, reviews client feedback, and evaluates operational and external factors including government actions, interest groups, other agencies, and VA policies that may affect the project. Conducts studies, chairs task forces, and develops new approaches, alternatives, and recommendations on project and technical review issues.

Reviews processes, identifies problems, assesses the impact and implications of findings, and prepares recommendations for action by higher-level management. Confers with management officials and subject matter experts, including program staff, architects, engineers, and legal counsel, on all matters related to the planning, funding, design, award, construction, and occupancy of VA facilities.

Oversees activities to ensure value-engineering principles are applied, that economical construction methods and materials are used, and that the project achieves maximum cost efficiency for the Federal Government. Monitors administrative contract support activities and assures that adequate support is provided for acquisition contract requirements and activities.

Administers and directs the design and construction of projects within established schedule, quality standards, and budget. Develop written responses to congressional inquiries concerning construction plans, design processes, or on-going construction. Requirements & Education

There is no educational substitution for experience for the GS-14 levels.
