Job Summary

The incumbent serves as a Health Systems Specialist - Health Professions Education (HPE) Specialist. This position supports the Designated Education Officer (DEO) and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Key Responsibilities

The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans. Duties include, but are not limited to: Supports the technical and administrative functions necessary for healthcare professional education programs, including managing program-related agreements and documentation.

Reviews and verifies qualifications, credentials, and applications to ensure compliance with relevant policies and guidelines. Provides expert analysis and guidance to management on matters related to program administration, compliance, and process improvement. Identifies and implements process improvements to enhance program efficiency, effectiveness, and overall participant experience.

Coordinates with stakeholders across multiple departments and levels to support program goals and ensure collaborative operations. Develops, implements, and maintains operating procedures and training tools for staff and program participants. Collects, synthesizes, and maintains program data to generate reports in support of oversight and informed decision making.

Manages financial operations, including monitoring budgets, expenditures, and resources to ensure program sustainability. Oversees contracts and agreements, ensuring proper documentation and compliance with applicable regulations. Coordinates use of departmental resources such as space and technology to meet program and staffing needs. Maintains accurate records related to staffing, timekeeping, and human resource requirements.

Assists with human resources functions including onboarding, offboarding, and personnel processes in partnership with HR representatives. Performs additional duties as assigned.

Preferred Experience: HR experience or with HRSmart (Personnel Security, OIT, Finance and Payroll, Onboarding) Administrative responsibilities (ePAS: Electronic permission access system, VISTA: veterans information system and technology architecture, SharePoint, CPRS or other health record management systems, VATAS) Financial experience or has used IPPS (Integrated Personnel and Pay system) Promotion Potential: The selectee may be promoted to the full performance level of GS-11 without further competition when all regulatory, qualification, and performance requirements are met.

Physical Demands and Work Environment: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required.

Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions.

The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
