Job Summary

This position is assigned to the Office of the Director and serves as a Health Systems Specialist GS-0671-12 reporting directly to the Health Care System Director. The incumbent has primary responsibility for developing, implementing, monitoring, and coordinating STVHCS system-level activities to optimize clinical and administrative performance measures (SAIL, ECF, etc.), maximize resource utilization, information management, consult management, and workload capture.

Key Responsibilities

Major Duties: Serves as principal advisor to the STVHCS Director and Executive Leadership on highly complex internal and external performance-measure issues directed by VACO and VISN. Manages and interprets system-level performance measures (SAIL, ECF), covering multiple domains, measures, and metrics tied to clinical and administrative outcomes.

Extracts, analyzes, compiles, and streamlines raw data from numerous sources, converting hundreds of report-level details into actionable formats. Provides expert technical guidance, analysis, tracking, trending, and direction to multiple service lines to improve overall medical-system performance. Participates in Executive Leadership discussions, decision-making, and policy development to drive organizational performance and excellence.

Uses specialized healthcare-system expertise to develop, modify, and implement strategic objectives and improvement actions under broad delegated authority. Serves as a consultant to leadership on performance measures, workload capture, resource utilization, information management, revenue enhancement, and VERA funding. Executes responsibilities through analysis, coordination, planning, administration, interpretation, delegation, and sound judgment.

Conducts business-process modeling, studies, and projects affecting policy development, work processes, streamlining, access, workload, and continuous performance analysis. Utilizes numerous data systems to manage, track, and trend all domains, measures, and metrics across the facility. Adapts to evolving national guidance as benchmarks and metric definitions change.

Coordinates and establishes comprehensive, multidisciplinary workgroups across local, VISN, and VACO levels to drive performance improvement. Serves as the technical authority for interpreting guidelines and developing policies and business practices related to SAIL, ECF, and other performance measures. Develops and adapts continuous improvement plans to enhance performance-measure ratings and meet VISN ECF requirements.

Performance Measures (80%) Designs and manages plans to achieve organizational goals tied to SAIL and ECF. Serves as Performance Measures Coordinator and primary data analyst for the Director. Conducts qualitative and quantitative analysis of program effectiveness and goal achievement. Identifies system-, service-, and clinic-level deficiencies; traces data inconsistencies to root causes; recommends corrective actions.

Conducts investigational studies to clarify data issues as needed. Develops and maintains databases for extracting, tracking, and reporting clinical, administrative, and outcome data. Plans, organizes, coordinates, integrates, and evaluates data-collection mechanisms for performance improvement initiatives. Tracks, trends, and harvests data for information management, education, and reporting.

Provides consultative support to Quality Management, Systems Redesign, Risk Management, and Utilization Management programs. Supports strategic planning with data analysis and performance-improvement recommendations. Reviews and revises policies and procedures affecting service performance; prepares organizational-analysis briefing documents. Identifies improvement needs and leads multidisciplinary workgroups to resolve process issues.

Guides services in implementing and evaluating performance-improvement and system-redesign activities. Communicates data trends and performance levels to clinical and administrative services in alignment with System, VISN, and VACO targets. Management Support (20%) Participates in administrative decision-making, policy development, and resource management for the Director's Office.

Provides leadership in coordinating programs and managing policy development, implementation, evaluation, revision, and corrective actions for the Performance Measures program. Performs efficiency and efficacy studies; assists with cost-effectiveness analyses through data collection and computation. Develops and assesses administrative control systems, operating procedures, audits, inspections, and internal-control processes.

Evaluates audit and inspection results and forwards action items to responsible sections. Performs additional duties as assigned. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: Ad-Hoc Only.
