Job Summary

The Hospital Housekeeping Officer serves as the Chief of Environmental Management Service (EMS), directing, managing, controlling, staffing, & evaluating the total program designed to provide a sanitary environment appropriate to medical, surgical, research, inpatient and outpatient treatment facilities including programs such as: Environment sanitation; Laundry operations & linen service; Integrated Pest Management; Waste Management & recycling; Contract operations & Patient assistance program.

Key Responsibilities

Program Operations: Sanitation:- The incumbent develops and administers a formal, systematic internal review plan for reviewing and appraising the effectiveness of each phase of EMS activities.

The incumbent analyzes and reports findings to management.- The incumbent ensures specialized training concerning the handling of contaminated and noncontaminated linen and waste, as well as the use and upkeep of EMS equipment to ensure adherence to established standards, procedures and instructions is provided to employees.- The incumbent is an integral member of the Environment of Care Rounds throughout the medical center complex, reporting, and directing the follow up of EMS issues to ensure timely correction of any identified deficiencies.

Laundry /Linen:- The incumbent is STVHCS' Linen Control Officer and is responsible for the planning, controlling and directing of the service to include budget development, staff needs, equipment needs and utilization of all available resources to ensure adequate supplies of linen.- The incumbent manages procedures to ensure specialty linens are controlled and accounted for which includes development of costs and quantities for external customers and the monitoring of performance under specifications of the contracts and inclusion in the total system inventory and budgeting.

Internal detail is developed for individual programs such as Surgical Service operating rooms for tracking of their specialty linens to scrub suit control and accountability.

Pest Management: - The incumbent is responsible for the Integrated Pest Management Program and serves as the Pest Management Officer (PMO) for STVHCS, to include planning, organizing, directing, controlling and evaluating.- The incumbent is responsible for monitoring the campus to identify high risk areas for pest activity.- The incumbent is responsible for insuring the various pests will be handled in compliance with local, state and federal regulations.

Uniforms:- The incumbent is responsible for the development of policy and procedures for uniforms, scrub apparel and personal protective equipment.- The incumbent will develop procedures that follow policy relating to issuing uniforms and staff uniform allowance. Waste Management:- The incumbent is responsible for the administration and oversight of the waste management program.

Contacts and contracts with outside agencies and landfill sites are performed as required to insure compliance with community, state, EPA, and OSHA regulations.

The Chief of EMS must keep pace with advancing technology and sophistication and provide input to such areas as ethylene oxide utilization, hepatitis control and disinfecting, handling and disposal of biohazardous waste, and antineoplastic agents.- Incumbent is responsible for directing efforts to meet regulatory goals for reducing solid waste disposal.

Administrative Oversight:- The incumbent is responsible for EMS annual budget plan, which consists of approximately $21 million for salaries and equipment, supplies, and contracted services.- The incumbent is responsible for future budget planning to help the service meet the needs of the facility.- The incumbent is responsible for oversight of all contracting services.- The incumbent ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors.
