Job Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an HR Specialist (Employee Relations/Labor Relations), Position Description Number T5021P01 and is part of the WI JFHQ-HRO, Wisconsin National Guard. This position is in the Excepted Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"

Key Responsibilities

Provides program management and guidance for the Performance Management Program. Coordinates between management, and HR Development Specialist in the development of performance improvement plans. Responsible for labor contract negotiations and administration that include multiple contracts and multiple bargaining units within the State.

Develops and represents the state's position in administrative proceedings such as unfair labor practices, grievance proceedings, impasses and arbitrations. Advises managers about appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems.

Conducts extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance while focusing managers and supervisors on all the processes of performance management including planning, monitoring, developing, and rewarding performance as well as the rating process. *** This is NOT an all-inclusive list of duties. ***

Requirements & Education

An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. You must provide transcripts or other documentation to support your Educational claims.
