The primary purpose of this position is to advise the Installation Commander in the administration of the authority to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to Non-Appropriated Fund (NAF) personnel.
Provides technical and/or administrative direction to one or more subordinates. Provides assistance to NAF supervisors, managers, and employees in employee relations programs. Ensures managers and supervisors are aware of their responsibilities, and encourages effective communication between supervisors/managers and employees.
Provides counseling and advice on employee-management problems, conduct and discipline, grievances, complaints of discrimination, performance evaluations, awards, workers compensation, health and life insurance benefits, savings plans, and retirement. Plans and administers the NAF Position Classification and Wage Administration programs.
Exercises full NAF classification authority and provides expert advice and guidance to managers/supervisors on identifying significant job changes, differences between major and minor duties, organizational structuring, and sound position management practices.
