The purpose of this position is to simultaneously function as a senior International Affairs analyst responsible for obtaining new and maintaining existing operating rights in foreign countries and negotiate, develop, and maintain international relationships necessary to meet new and more stringent national requirements to detect, locate, identify, and estimate the yields of nuclear explosions.
DUTY 1: Develops, coordinates. negotiates, and maintains government-to-government and agency-to-agency agreements with foreign governments and international organizations.
DUTY 2: The incumbent serves as a senior political advisor to the Director of Plans and Programs and senior staff on a wide range of political and diplomatic matters concerning worldwide operating rights for unit activities in foreign countries and the development of international relationships with counterpart foreign/international organizations.
DUTY 3: Serves as an advisor responsible for performing the full range of duties relative to foreign disclosure and information exchanges and managing liaison relationships with foreign counterparts. DUTY 4: Advises the Director of Plans and Programs and the senior staff regarding management of the organization's operations and activities in sensitive locations.
Be a Subject Matter Expert and liaison between senior representatives of US governmental agencies and several sensitive mission partners. DUTY 5: Serves as a primary focal point for visits of selected foreign dignitaries to the organization to ensure bilateral discussions fall within US policy and foreign disclosure authorizations.
Responsible for renegotiating several international agreements within OSD, SAF/GCI, and/or DoS parameters which requires frequent interactions with foreign dignitaries (2-star and 3-star equivalent flag officers).

ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
