The position is located in the IT Asset Management Division within the IT Risk Management Directorate of the Office of the Chief Information Officer and reports to the Division Chief. The IT Asset Management Specialist supports the Library's IT asset management program. As such, the specialist is responsible for performing centralized IT asset management functions, processes, and solutions.
Moreover, the specialist is responsible for maintaining integration among IT asset management functions and other related processes and solutions. As the IT Asset Management Specialist, you will: Develop and enhance processes and automation for IT asset life cycle management. Ensure IT asset management processes are conducted in line with agency policies and standards.
Working with stakeholders, identify current and future IT asset needs, formulating plans and recommending actions to optimize the IT asset portfolio. Advise project, program, infrastructure and application portfolio managers on software licensing and compliance. Develop, implement, and manage production of IT asset life cycle management status reporting, metrics, and benchmarks.
Ensure daily and long-term strategic management of software and technology-related hardware to include planning, monitoring, and recording software license and/or hardware assets to ensure compliance with vendor contracts. Develop and implement procedures for tracking assets to oversee quality control throughout their lifecycles. Ensure adequate documentation maintained, including written procedures and instructions, regarding the use of IT asset management tools.
Ensure staff are trained in the use of IT asset management tools. Design, develop and administer information technology systems and tools in a specific specialty area to meet complex new or modified current or future business requirements. Monitor the performance of these systems, adding enhancements, modifications, and additional features as requested by management and end users. Serve as an expert on IT asset management tools.
Independently perform specialized data analysis to gain an understanding of the concerns of an organization. Conduct top-down data modeling sessions with user subject matter experts. Formulate conceptual data models, entity and attribute definitions. Using statistical data processing and other techniques, conduct analyses in support of IT asset forecasting and usage optimization.
Identify areas of inadequate data availability and recommend methods and procedures for data collection and aggregation. Participate in information requirements analysis to assess the need for specific data reporting procedures. Evaluate and analyze existing processes and automated solutions for continued effectiveness in meeting business and technology needs. Identifies deficiencies in existing process and automated solution design and recommends improvements.
Analyze process and automated solution performance, efficiency, stability, interoperability, portability, security, and scalability, and implement improvements. Review data submissions and automatically collect data to identify discrepancies and work with submitters and stakeholders to effect corrections. Manage and coordinate contract administration activities for long-term, extensive technical service contracts.
Independently evaluate contractor procedures for the analysis, design, development, test, and support of IT systems. Direct the installation and maintenance of computer hardware and software supplied by the equipment manufacturers or software development companies Perform other duties as assigned. The actual salary range for candidates outside of the Washington DC Locality Area may differ. The incumbent of this position will work a Flexitime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
