This position is in the Public Safety and Homeland Security Bureau (PSHSB or Bureau), Operations and Emergency Management Division (OEMD) located in Washington, D.C. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.
The incumbent is responsible for oversight, operation, and security of Commission information technology systems that contain or process classified national security information (e.g., Top Secret, Secret, or other government-protected data), ensuring that these systems remain compliant with relevant strict cybersecurity, intelligence community, and access control requirements to prevent unauthorized disclosure and ensure mission integrity.
Ensures systems meet or exceed federal cybersecurity standards, such as the Risk Management Framework (RMF), NIST 800‐53, and National Industrial Security Program Operating Manual (NISPOM). As appropriate, manages procurement, installation, operation, maintenance, and decommissioning of classified systems.
May conduct or support Certification and Accreditation (C&A) processes, including risk assessments, selection and implementation of security controls, and continuous monitoring. Enforces strict user authentication, authorization, and auditing to limit access to authorized personnel only. Serves as the National Security Agency (NSA)-designated auditor for the FCC Communications Security (COMSEC) program.
Responsible for auditing the Commission's Communications Security (COMSEC) program to ensure that Commission communications systems and data handling practices comply with national and agency-specific security policies, Intelligence Community Directives (ICDs), and Department of War (DoW) and National Security Agency (NSA) COMSEC directives and policies relating to COMSEC.
Researches and develops policies that guide secure communications practices and support mission objectives; interprets, reviews, and coordinates national, IC, DoW, and NSA policies affecting COMSEC activities. Conducts audits of COMSEC accounts to ensure compliance with national and NSA Central Office of Record-level COMSEC policies. Liaises with COMSEC account personnel before, during, and after audits; coordinates logistics and administrative items.
Authors formal COMSEC audit reports summarizing findings, recommendations, and compliance status. Represents NSA positions on COMSEC matters to FCC leadership and coordinates with counterparts in the IC, DoD, other Executive Branch agencies, Congress, and other stakeholders.
