Job Summary

This position is located within the Department of Veterans Affairs (VA), Office of Security and Preparedness (OSP), Office of Security and Law Enforcement (OSLE), Police Service at the Clement J Zablocki Veterans Administration Medical Center in Milwaukee, WI.

Key Responsibilities

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Serves as the Training Manager and Primary Firearms Armorer for the Police Service, functioning as the primary technical authority for planning, developing, and managing the Police Service training programs and firearms maintenance.

Designs, implements, and evaluates comprehensive training of all Ground Defense and Recovery Instructors, Firearms Instructors, Tactical Firearms Instructors, Active Threat Response Instructors, and Armorers. Maintains accurate and current training records, ensuring all required training is completed within established timeframes. Provides routine advisement regarding training accomplishments, deficiencies, and potential problems.

Oversee the Field Training and Evaluation Program (FTEP) program. Observes and evaluates the performance of Police Officer Training Instructors during quarterly training sessions, monthly rapid response drills, and real-world situations. Reviews police reports for proper classification under Uniform Crime Report (UCR) categories and provides feedback through appropriate channels.

Conducts Use of Force reviews to determine appropriateness, documents findings, and reports results. Coordinates and ensures delivery of all required training, resolves classroom issues, and secures supplemental materials as needed. Prepares and monitors the training budget and overseeing equipment needs. Serves as the primary liaison for training-related matters with VA Central Office, other facilities, and external law enforcement partners.

Coordinates local and/or regional training with outside law enforcement partners. Maintains technical expertise in firearms maintenance and ensures compliance with all applicable standards and safety requirements. Enforces all federal, state, and local laws pertaining to violations on government property and federally controlled assets.

Conducts investigations; requires and receives information relating to criminal offenses; serves and executes search and arrest warrants; serves subpoenas and summonses; administers oaths; makes arrests without warrant and takes actions to preserve the peace while protecting the federal government facilities and personnel. Researches investigative reports and documentation, obtains evidence, assessments, evaluations, and prepares the final report of the investigation.

Serves as a member of a Crisis Intervention Team, responding to and recognizing Veterans experiencing mental health crisis, utilizing advanced de-escalation strategies. Conducts inspections of federal VA facilities and worksites for compliance with VA physical security requirements. Performs inspections of physical security countermeasures to include electronic access control systems, CCTV Systems, Intrusion Alarms, Duress Alarms, and other systems.

Performs other duties as assigned. Work Schedule: Full time, Varies, candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Furthermore, candidates must be willing to be placed, detailed, or temporarily assigned to other related services and/or locations, if necessary.
