This position is located at the Regional Human Resources Office, Quality of Life (QOL) Programs (J9), Joint Region Marianas (JRM), Guam. The mission of JRM J9 is to provide the highest quality programs and services to the military community through self-sustainment across all QOL programs.
Major duties and responsibilities are summarized below. Lead - Communicates and helps the team meet CNIC, CJRM, WFR, and Regional NAF HR Office's strategic plan, mission, vision, and goals. - Communicates assignments and deadlines for completion to the team. Responsible for assigning and managing projects and taskers to ensure all deadlines are met. - Assists and provides guidance to the team on regulations, instructions, work methods, practices, and procedures.
- Lead the team in identifying, distributing and balancing workload and tasks among employees, making adjustments to accomplish the workload in accordance with established priorities. - In the absence of the Regional NAF HR Director, incumbent may assume the responsibilities of the Regional NAF HR Director and perform duties and requirements of the position.
Classification - Provides advice and assistance to managers and/or supervisors on classification matters for all positions assigned to their organizations. Determines appropriate title, series, pay band, and grade levels. - Performs complex position analysis in collaboration with managers and/or supervisors in preparation of position descriptions and crediting plans.
Recruiting/Staffing/Placement - Provides analytical and technical guidance to managers and/or supervisors on the recruiting process, staffing strategies, special programs, relocation, and retention programs. - Performs all required duties related to recruiting (e.g., complex position analysis to determine position and skill requirements, recruiting resources, areas of consideration, and short and long-term recruiting needs).
- Performs all required duties related to staffing (e.g. verifies employment eligibility and qualifications, ensures priority preference programs are appropriately utilized, and initiates and validates personnel suitability checks). Employee Relations - Provides advice and assistance to, and collaborates with, Region and Installation staff in the area of employee relations (e.g., performance, administrative, discipline).
- Provides guidance to managers and/or supervisors regarding handling of employee relations issues, appropriate action(s) to be taken, and prepares required letters and/or documents. Benefits - Performs all required duties, including providing advice and assistance on matters related to benefits' program administration (e.g., insurance (medical, dental, life), Long Term Disability, Workers' Compensation (WC), Family Medical Leave Act, Retirement, 401(k)).
- Explains options to employees regarding benefits, prior federal Government service, leave options, service computation dates, etc. General - Serves as Regional NAF HR liaison working closely with Regional APF HR staff on issues/actions affecting both APF and NAF employees. - Develops and presents subject area specific training to both internal and external customers.
